It's too soon to talk about leaving. 谈离开的事还太早。
But even with promising economic signs, it's too soon to celebrate. 但即使看见了有希望的经济迹象，现在庆祝还太早。
既然如此，我认为：
1. 这时的soon跟early没有区别，可以互换。
2. It是代词表示“时间”，不是形式主语。“too...to...”结构中，不定式具有否定含义。
