为什么把hear of看作是短语动词

I never heard of anybody doing that.
hear of; hear 与 of 关系不密切，hear 是及物又是不及物动词，为什么要把 hear of 相当于一个动词短语？

hear 可用作及物和不及物。在 hear of 中它是不及物动词。
hear sb doing sth 和 hear of sb doing sth 都可以说，但意思不同。
hear sb doing sth = 听见某人做某事（指听见某人做某事的声音）
hear of sb doing sth = 听说某人做某事（指听别人说起过）
