committee, company等集合名词与who,which,that等搭配使用

问题描述
根据英语语法，有些集合名词既可表单数意义也可以表复数意义（用作主语时可与单数或复数动词连用），这些名词如 class (班级)，club (俱乐部)，committee (委员会)，company (公司)， council (理事会)，government (政府)，group (小组)，jury (陪审团)，team (队) 等。
我的疑问如下：
(1) 假若这些后面接定语从句，可以用关系代词 who 来引导吗？可以用关系代词 which 吗？当然 that 肯定没有问题。它们的区别是什么？
(2) 假若用于It is…that…这样的强调句式，可以 who 来代替 that 吗？（当然用that肯定是没问题的）

这类集合名词若视为整体，表示单数意义；若考虑其个体成员，表示复数意义。显然，在它们表达整体意义并充当先行词时，定语从句往往用 that 或 which 来引导；当它们强调个体成员意义（即指人）并充当先行词时，定语从句可以用 that 或 who 来引导。在强调句中，如果被强调的集合名词是表达个体成员意义的，当然可以用 It is / was ...who...来强调。
