强调句中的it is…that可用于过去或将来情况吗

如果强调的情况是现在情况，用 it is…that…自然没有问题。如：
It is her beauty that attracts him. 是她的美貌吸引了他。
It is the grandmother who makes the decisions. 做出决定的是老奶奶。
It is his illness that makes him bad-tempered. 他因为生病，脾气变得暴躁。
It’s speed that causes accidents, not bad roads. 造成车祸的常是超速行驶，而不是路况不好。
但如果是用于过去和将来情况呢？是用 it was…that…和 it will be…that…呢？还是直接用 it is…that…呢？
