flooding在此是名词，不是动名词。flood和flooding都可以指泛滥的洪水，在这一点上二者意义基本相同。但flooding还可以表示洪水泛滥这件事。虽然flooding最初来自动名词，但后来名词化了，可被形容词修饰。可见已经不是动名词了。如severe flooding。cause或prevent的是洪水的泛滥，所以用flooding更多。偶有用flood的。
