burst out的奇怪用法(人作主语但后面没宾语)

It is not surprising that young people are likely to burst out, particularly when there are reasons to do so.
这个句子是2016年高考英语北京卷阅读理解D中的一个句子。我对句子中的 burst out 用法感到不解。在我的理解中,burst out 有两个用法:
一是以“爆发的现象”作主语。如:
Then the applause burst out. 随后爆发出掌声。
Laughter burst out from among the audience when the lecturer made a joke. 演讲者讲笑话时,全体听众哄堂大笑。
二是以人作主语,但后面要接动名词作宾语。如:
Everyone burst out laughing. 每个人都大笑了起来。
或引出直接引语。如:
“I don’t believe it!” she burst out angrily. 她愤愤然脱口而出:“我才不信呢!”
但是,上面这个句子很奇怪,burst out用人作主语,而后面又没有 doing sth,感觉句子没有完似的。求专家解释!谢谢!
