这属于语法学的“右偏置”。就是把主语放在句子的右边（也可以加上前置的情态动词或助动词），再重复一遍。句子中间一般有逗号的，所以：
He cooks a lot does Alex. = He cooks a lot, does Alex.
类似的句子有：

也可以进行“左偏置”的，如：
My father, he's not interested in this any more.
